The first person... the only promotion of his album was in the four weeks prior to his launch (four weeks is not good enough). I bet you can see now why this guy only sold 17 CDs on his launch day. (Actually, I think 17 is pretty good considering what he did...)

Onto the next guy... his album launch had 4 months worth of promotion behind it. Not particularly about the new album, but about himself. Getting people to taste existing music and subscribe to his free newsletter. He was getting the word out. He was playing gigs and getting people talking about him. He played a more than average number of gigs just for this short period.

He used his friends to promote to their networks and so forth. He devoted time and trust into his work, knowing it'll work. His list had 7500 musicians come launch day. He sold 967 CDs - that's more than brilliant for a 7500 list. He built up trust and a strong relationship with most of his subscribers and his launch day special deal was irresistible. Even I bought his CD too.
